		<description>To me it sounds as if your trying to work your account out with someone who does not have a clear understanding or use of english....how do you only get partial payments, and what specific internal regulations do they have. I am dealing with paypal issues now for someone who obv has data entry issues. They processed two withdraws. when funds hit my account, the first amount was correct and the 2nd amount was $147.63 short. How does someone come up with that. So I have called my bank who has no clue what paypal is and said "maybe they didn't have the funds to pay you" ..now I am waiting for a reply from paypal to see where I go on this one, since my bank says its not them.
